5. Monitoring and Graduated Response (Ostrom) The system maintains active mechanisms for detecting deviation from its own constitutional commitments, and responds proportionally — neither negligently nor catastrophically. This is the framework's operational virtue: without it, the other four remain postures rather than practices. Derived from: Durability criterion directly

The set replaces Rev4's five (self-limitation, fragility-awareness, diversity preservation, non-domination, legitimacy maintenance), which named the right concerns but stopped at postures. Rev5's virtues specify mechanisms — what each posture structurally consists in — which is what makes the framework testable at every subsequent layer.

The three premises and the durability criterion they derive from are unchanged from Rev4. What changes is that each virtue now has a substantial theoretical anchor and a mechanism that can be examined for operative presence, not just declared.
