Structural problems in V4 Rev3:

1. The Executing vs Intending table (Section IV) appears before the Goal Layer mechanics (Section V) This is actually correct ordering — the philosophical distinction motivates the mechanism. But the table itself has a structural flaw: it conflates property differences (rows 1–4) with consequence differences (rows 5–7). The last three rows ("Constitutional virtues govern how…", "Accountable for…", "Self-Critique can return…") are downstream consequences of the first four properties, not parallel properties. Mixing them makes the table harder to read as an argument. Rev4 fix: split into two tables — Properties (what's different) and Consequences (what this enables).

2. Goal Categories (Section VI) and Goal Vector (Section VII) are separated by a wall of text These two sections are tightly coupled — categories are the inputs, the vector is the output of a single Goal Formation operation. But they're presented as two independent sections with no visual or structural bridge showing that G1→G4 candidate generation feeds directly into C1→C4 ordering. Rev4 fix: create a visual flow showing the three operations (Generate → Prioritise → Align Check) with categories feeding the vector.

3.
